Since 2004, we have led and sustained active civil society’s engagement with the fight against Corruption in Liberia, partnering with diverse stakeholders.
CENTAL works across Liberia to promote transparency, integrity, and accountability in public and private institutions. Through its diverse programs and partnerships, CENTAL engages citizens, government, civil society, media, private sector, and bilateral and multilateral institutions to strengthen anti-corruption efforts, improve governance, and ensure that public resources are judiciously allocated and used for the benefit of all Liberians.
As part of its ongoing institutional strengthening, CENTAL invites applications from qualified Liberians for the following position:
Position: Program Manager
Location: Monrovia (with frequent travels to project counties and intermittent travels abroad)
Status: Full-time (Definite Term Contract)
Job Description
Supervised by the Executive Director, the Program Manager will lead the implementation, coordination, and reporting of CENTAL’s programs, ensuring alignment with institutional strategy and donor requirements. He/she will provide technical and managerial oversight for all program components, including the National Integrity Building and Anti-Corruption (NIBA) Program, Strengthening Political Governance and Accountability in Liberia (SPGAL) Project, Enhancing Citizens Participation in Local Governance (ECPILG) project, amongst others. He/she will supervise program staff, coordinate with partners and donors, and ensure timely and high-quality delivery of program outputs. The Program Manager will also play a strategic role in fundraising, stakeholders’ engagement, and representing CENTAL in high-level policy advocacy, coordination, learning, and other platforms.
Key Responsibilities
- Lead the overall planning, execution, monitoring, and evaluation of CENTAL’s
programs and projects.
- Ensure program activities are planned and implemented in accordance with institutional guidelines and donor agreements, timelines, and quality
- Supervise and mentor project staff to enhance performance and
- Develop annual and quarterly work plans, budgets, and reports for submission to management and partners.
- Oversee data collection, research, and knowledge management to inform program decisions.
- Strengthen partnerships with integrity institutions, civil society organizations, the media, and communities.
- Represent CENTAL at relevant national and international
- Support fundraising and proposal development efforts to enhance, scale-up. and sustain program growth.
- Assist in the development and review of key institutional policies and strategic documents for enhanced accountability and performance

Qualification and Experience:
- Bachelor’s degree in Project Management, Public Administration, Development Studies, Political Science, or a related field from a recognized university. Master’s degree is an added advantage.
- Minimum of five (5) years of progressive experience in program management, preferably in governance, anti-corruption, or civil society sectors.
- Proven experience in leading donor-funded projects, including planning, budgeting, reporting, and diverse team management.
- Demonstrated exceptional knowledge of Liberia’s governance and anti- corruption landscape.
- Demonstrated ability to develop high-quality project proposal, research report, and other strategic documents and reports
- Strong emotional intelligence, integrity and accountability credentials, leadership, communication, and analytical skills.
- Demonstrated fluency in English (written and spoken).
- Excellent computer proficiency (MS Word, Excel, PowerPoint).
